French Quarter Festival Press Conference

On Wednesday, March 14, French Quarter Festivals Inc. held their 29th Annual French Quarter Festival Press Conference and Merchandise Unveiling at the Court of Two Sisters in the French Quarter.

The French Quarter Festival, which will be held this year from April 12 through April 15, is the largest free music festival in the south. It all begins with the Festival Kickoff Party on Wednesday, April 11th at 6pm at the House of Blues. Four days of music, food, and family fun will follow.

One of the great events to attend is the “World’s Largest Jazz Brunch.” Festival-goers will enjoy signature offerings featuring authentic local cuisine, including festival favorites such as crawfish and goat cheese crepes, cochon de lait po-boys, crawfish bisque, Oysters Bonne Femme, hot boiled crawfish, grilled chicken livers with pepper jelly, sweet potato pie, bourbon bbq shrimp, prime debris po-boys, Abita beer, snoballs, and more. Foodies will also enjoy lamb sliders, Crawfish Diavolo, baked alaska, and boudin balls. The “World’s Largest Jazz Brunch” is served daily from 11am to 7pm at Jackson Square and Louisiana State Museum’s Old U.S. Mint and 11am to 9pm at Woldenberg Riverfront Park, except for Sunday when the entire festival closes at 7pm.

As part of French Quarter Festivals, Inc’s partnership with the NOLA Jitterbugs, festival-goers can enjoy free dance lessons at the French Market Traditional Jazz Stage on the riverfront – at the Cajun-Zydeco Showcase. Professional dance teachers from NOLA Jitterbugs, DancingMan504, Dance Quarter, and Cajun Dance Productions will teach classes.

Festival-goers can enjoy the Pirates Alley Juried Art Show presented by the New Orleans Art Association, open Saturday and Sunday of the festival from 8 am to 6 pm with over 100 artists displaying original fine art in Pirates Alley, Pere Antoine Alley, Cabildo Alley, and Royal Street.

Professional and celebrity eaters battle to eat the most crawfish by the pound. The professional eaters round will be preceded by a media round — Old U.S. Mint, 400 Barracks Street — Saturday, April 14th at 12 noon.

Fireworks are Back! 2012 brings the return of the fireworks show presented by Pyrotechnico and sponsored by Tropical Isle. Fireworks are scheduled for Saturday, April 14th at 9 pm over the Mississippi River. Fireworks were last seen at French Quarter Festival in April 2005 (pre- Hurricane Katrina).

Today, the New Orleans City Council passed resolutions supporting Louisiana House and Senate Bills strengthening ethics reform and requesting that the State of Louisiana and the Secretary of the Louisiana Department of Health and Hospitals study the feasibility of establishing a regional mental health clinic.

The Council also passed a resolution approving the issuance of bonds to be used to build a rail spur extension off the Public Belt Railroad along the Industrial Canal.

In other action, the Council introduced an ordinance to impact noise issues in the Vieux Carre Historic District and the Central Business District and adopted an ordinance requiring that City construction contractors and subcontractors with contracts above $50,000 report any federal, state and municipal labor and employment violations to the City Attorney.

The Council commended retired long-time business leader Calvin Moret, for his dedication and service with the Tuskegee Airmen during World War II and recognized Delgado Community College’s 90th Anniversary. Special acknowledgement was given to Clerk of Council, Peggy Lewis, for her recent inauguration as President of the Louisiana Municipal Clerks Association. A proclamation was issued by the Council honoring Jericho Road Executive Director Brad Powers for his work with the Jericho Road Episcopal Housing Initiative.

Supported Orleans and Jefferson Parish Legislative Ethics Reform Effort

The Council passed Resolution R-12-88, co-authored by Council President Clarkson and Councilmember Guidry, supporting a State House Bill sponsored by Orleans Parish Representative Jared Brossett and the companion Senate Bill introduced by Jefferson Parish Senator Conrad Appel, which will be introduced in the current Louisiana Legislative Session. The Council fully supports the measures that will strengthen the offices of Inspector General in Orleans and Jefferson Parishes. The bill provides the Office of Inspector General (OIG) with a more efficient subpoena process and protects sensitive information during the course of an audit, evaluation, inspection, or investigation. In 2006, the City Council unanimously adopted an ordinance to create the OIG Office. In 2007, the Council amended the law giving the OIG administrative subpoena power and by resolution requested the Governor and the legislature provide the local OIG’s and Ethics Boards subpoena power and confidentiality protections.

Council President Clarkson said, “Ethics reform is integral to a strong and transparent government and ensures fair, effective and efficient services are provided to citizens. We fully support these state legislative bills that will strengthen in-place reforms and further rejuvenated public faith and trust in government.”

Requested State Study Establishing Regional Mental Health Clinic

The Council passed Resolution R-12-76, authored by Council President Clarkson, which requests that the State of Louisiana and the Secretary of the Louisiana Department of Health and Hospitals study the feasibility of establishing a regional mental health clinic to augment the City’s currently overwhelmed outpatient health facilities. Currently the burden of care and treatment falls to community-based outpatient services that are not well equipped to treat individuals with serious mental illnesses. During the first five years of the City’s recovery from Hurricane Katrina, a variety of mental health care professionals reported in articles and discussed in news media reports that many citizens who had returned to the City had some type of anxiety mood disorder and 30% experienced post traumatic stress disorder. Currently, with traditional health care systems in disarray or non-existent, citizens with chemical and systemic mental health issues prior to Hurricane Katrina have essentially had almost no mental health care services available to them.

Council President Clarkson said, “It is of the utmost importance that we work quickly and efficiently to solve our current mental healthcare crisis on a short term basis. Simultaneously and beyond the immediate fix, we need to think in terms of a long term solution with a Metropolitan Mental Health Center which would take inefficient, ineffective use of state funds and refurbish them into state of the art inpatient care. New Orleans and the Metro Area deserve better from the State of Louisiana and it is our responsibility to bring this use of state funds to the attention of the Governor.”

Introduced Loudspeaker Placement Ordinance Impacting French Quarter and CBD

The Council introduced Ordinance Calendar No. 28, 967, authored by Councilmember Gisleson Palmer, which establishes the placement and orientation of loudspeakers inside commercial enterprises, as defined in the ordinance, in the Vieux Carré (French Quarter) and the Central Business District (CBD). The ordinance was vetted through the noise ordinance working group (formed in 2010 by Councilmember Gisleson Palmer and Mayor Landrieu). The working group of business and residential associations have endorsed the ordinance which was originally submitted to Councilmember Gisleson Palmer by the Bourbon Street Business Alliance. It has also received endorsement from the French Quarter Management District, the French Quarter Business Alliance, the Vieux Carré Property Owners, the French Quarter Citizens Association and residents. The ordinance will be vetted through the Sanitation and Environmental Committee in late March and will be up for adoption on April 5th.

District “C” Councilmember Kristin Gisleson Palmer said, “The proposed ordinance is a first step towards updating and improving the existing noise abatement program ordinance under Chapter 66 of the City Code. Our goal is to balance the needs and concerns of the neighborhoods and businesses.”

Approved 1.5 Million Bond Issuance for the Public Belt Railroad

The Council passed Resolution R-12-76, co-authored by Councilmembers Johnson, Hedge-Morrell, and Gisleson Palmer, which approved the Public Belt Railroad issuance of 1.5 Million in bonds to be used to build a rail spur extension off the Public Belt Railroad along the Industrial Canal. The spur will be constructed over land leased by Transportation Consultants Inc. (TCI) for company expansion. TCI will reimburse the Public Belt Railroad Commission for any costs incurred prior to the project and will also pay all costs for the project. Costs will not exceed $1.5 Million and interest rates will not exceed 5.3% annum. All public improvements have been estimated and guaranteed by TCI.

District “E” Councilmember Johnson said, “This is a win-win for the City and an outstanding example of public-private cooperation and collaboration. This project also demonstrates the opportunities for companies to operate and grow in these important and economically strategic swaths of the City.”

District “D” Councilmember Hedge-Morrell said, “The building of a rail spur off the Public Belt Railroad along the Industrial Canal is a strong example of economic development and progress. This project is being paid for by Transportation Consultants, Inc, a private company and a good corporate citizen. TCI is contributing to important business growth in an area of the City that needs and welcomes development.”

Adopted Labor and Employment Reporting Requirement on City Construction Contracts

The Council adopted Ordinance Cal. No. 28,899, authored by Council Vice President Granderson that requires that contractors and subcontractors with city construction contracts of more than $50,000 report to the City Attorney any current company violations of federal, state and municipal laws that govern labor and employment. Specifically, the contractor is required to give notice to the City Attorney within 90 days of the issuance of any labor violation determination. If the contractor fails to correct the violation within a 90 day period the City Attorney will issue a written notice to the contractor and take enforcement action including civil remedies.

Vice President Granderson said, “This is very simply a reporting requirement. The requirement assists the City Attorney to determine if the City is involved in contractual obligations with any company that is in violation of labor and employment laws.”

Honored Tuskegee Airman Calvin Moret


At the request of Councilmember Hedge-Morrell and Councilmember Johnson, Tuskegee Airman, Calvin Moret a long-time local business owner appeared before the Council. Moret is one of the last surviving New Orleans Members of the World War II Tuskegee Airmen. The Tuskegee Airmen were a group of African-American pilots who fought in World War II and were the first pilots in the United States military. Moret trained at the Tuskegee Institute in 1943 and 1944, and was commissioned as a Flight Officer in November 1944. In 2007, he received the Congressional Gold Medal which is one of the highest civilian awards bestowed upon by the United States Congress to an individual who performs an outstanding act of service to the security, prosperity, and national interest of the United States. Currently, Moret’s oral history of his service with the Tuskegee Airmen is featured at the National World War II Museum.

District “D” Councilmember Hedge-Morrell said, “I am honored to recognize Calvin Moret for his dedication and service with the Tuskegee Airmen. He is a true war hero. In addition to his World War II activities, Mr. Moret and his family have contributed to the economic and social fabric of New Orleans for generations. He is a beloved institution and a role model for all of us.”

District “E” Councilmember Johnson said, “The Tuskegee Airmen played a vital role in World War II. I am proud to say that one of our own native New Orleanians was a part of such an outstanding group of Americans. Mr. Moret’s dedication and service to the United States and his contributions to New Orleans will never be forgotten.”

Recognized Delgado Community College 90th Anniversary

At the request of Councilmember Guidry, Deborah Lea, Interim Chancellor of Delgado Community College, appeared before the Council. This year marks the 90th anniversary of the founding of Delgado Community College. Since its opening in 1921, Delgado has continued to serve men and women of all ages throughout the New Orleans metropolitan area. Delgado is a comprehensive, multi-campus community college and a major institution of higher education in the State of Louisiana. Together with its seven locations and over 20,000 enrolled students, Delgado forms a center for professional and advanced technology career education, academic pre-baccalaureate education, and traditional occupational training.

District “A” Councilmember Guidry said, “Since 1921, Delgado has been a vital part of the New Orleans education system. This institution has provided thousand of students with important skills and proficiencies needed to find employment and begin careers. The Council congratulates Delgado on an amazing 90 years and pledges our support in all of your educational programs and community activities.”

Congratulated Clerk of Council Peggy Lewis as New President of LMCA

At the request of Council President Clarkson, Council Clerk Peggy Lewis appeared before the Council. Ms. Lewis was recognized by Councilmembers and colleagues for becoming the statewide President of the Louisiana Municipal Clerks Association (LMCA). Lewis has been the Clerk of the City Council since August of 2002. Her leadership activities with the LMCA began in 2006 when she was first elected to the Executive Board. In subsequent years, she served in high ranking positions as Public Relations Officer, Secretary Treasurer, and most recently in 2011 as Vice President. Lewis was recently sworn as President at the LMCA annual Spring Conference held in New Orleans.

Council President Clarkson said, “The New Orleans City Council is privileged to recognize our Clerk of Council Peggy Lewis on her new title as LMCA Statewide President. Peggy’s work with the Council is outstanding. Her enthusiasm, commitment and leadership are incomparable. She serves us with distinction and she will do a tremendous job leading the LMCA as its President.”

Acknowledged Accomplishments of Jericho Road Episcopal Housing Initiative Executive Director

At the request of Councilmember Head, Brad Powers, Executive Director of Jericho Road Episcopal Housing Initiative, received a Council proclamation recognizing his visionary leadership and accomplishments in the areas of housing and community development in the Central City Neighborhood. Since 2006, under Powers’ leadership, Jericho Road has invested over 5 million dollars in the Central City Neighborhood. The organization has built and sold 25 energy efficient, universally designed affordable homes, reduced neighborhood blight impacting 75 properties across Central City and build neighborhood leaders. Powers is Jericho Road’s founding Executive Director. He is leaving his position to continue policy study in the area of urban affairs. Powers will attend Tulane University and begin work in the new City, Culture, and Community Ph.D. Program that includes an emphasis on urban studies.

District “B” Councilmember Stacy Head said, “Mr. Powers’ work with Jericho Road is an outstanding example of how to approach the revitalization of a neighborhood. He has worked tirelessly to impact blight, resident leadership and affordable housing issues that have presented obstacles to making Central City the great neighborhood it should be. His intellect and passion has made a difference in our community.”

At this year’s annual French Quarter Business Association (FQBA) Installation and Awards Dinner, City Council President Jacquelyn Brechtel Clarkson was honored to receive a beautiful Lifetime Achievement Award.

FQBA awarded its first Life Time Achievement Award to Councilwoman Jackie Clarkson. Upon starting her realty business decades ago, FQBA was one of the first organizations that Clarkson joined, and she commends it for helping businesses. Councilmember Clarkson received the award due to her multiple decades of support and leadership throughout the French Quarter and for small businesses. She has worked tirelessly to bring members of FQBA and the surrounding community together to come to agreements over the best interests of the businesses and the residents.

Upon receiving the award, Councilmember Clarkson said, “Thank you for one of my most meaningful, most surprising and most unique awards I have ever received! Your organization was one of my first sources of ‘guidance in governing’ for the French Quarter. You have always understood the benefit of unifying all French Quarter people. The common goals that you help me set were the reason I could get something accomplished. You have been my stalwart and I should be giving you an award. Thank you, thank you; it will sit as a treasure in our home forever.”

The 2012 NCAA Men’s Final Four will take place in New Orleans at the Mercedes-Benz Superdome, March 31-April 2. A countdown clock to the big weekend is displayed on a billboard at the corner of Canal and South Rampart Street. And it’s almost here!

Along with the Final Four’s two national semifinal games on Saturday, March 31 and the national championship game on Monday, April 2, the Final Four features several community events, including Bracket Town refreshed by Coca Cola Zero, The Big Dance concert series, Final Four Friday, Powerade NCAA Youth Clinics and the NCAA Final Four Dribble presented by Lowe’s Senior CLASS Award. On March 9, 2012, City Council Clerk Peggy Lewis was inducted as the 2012 President of the Louisiana Municipal Clerks Association. She was inducted as part of the 52nd Annual LMCA Spring Conference, which was held in New Orleans at the Westin Canal Place.

City Council Vice President Granderson administered Lewis’s oath of office during a formal installation ceremony at the Spring Conference.

Vice President Granderson said, “I am pleased to swear in my friend, colleague, and the Clerk of the New Orleans City Council, as President of the Louisiana Municipal Clerk’s Association. In her work as Clerk, Peggy demonstrates an extraordinary knowledge of government processes, procedures and functions. Congratulations on this deserving honor and your new statewide leadership role with the LMCA.”

In August of 2002, Ms. Lewis was appointed as Clerk of the New Orleans City Council. Lewis also received her certification of Master Municipal Clerk, the highest certification that can be earned by a municipal clerk, in October 2008. Her leadership activities with the LMCA began in 2006 when she was first elected to the Executive Board. In subsequent years, she served in high ranking positions as Public Relations Officer, Secretary Treasurer, and most recently in 2011, as Vice President.

District “A” Councilmember Susan Guidry attended the evening installation ceremony and made remarks to the members and guests of the LMCA. Earlier in the day, City Council President Clarkson made opening remarks to the conference and congratulated New Orleans Clerk of Council, Peggy Lewis, on her new position.

Council President Clarkson said, “The New Orleans City Council is privileged to have Peggy Lewis serve as its clerk. Peggy and her staff are an integral part of the operations of the legislative branch of government. Her commitment, dedication, and leadership are unmatched. As its President, I am certain that she will lead the LMCA with distinction.”

LMCA is an affiliate association of the Louisiana Municipal Association (LMA). The LMCA promotes a wider and intensified civic consciousness about the importance of municipal government and its operations with a particular emphasis on services and facilities administered by the clerk.

Popeyes Louisiana Kitchen donates to NORD to rebuild playgrounds

On March 7, 2012, New Orleans area Popeyes Louisiana Kitchen Restaurants presented a donation to the New Orleans Recreation Development Commission to rebuild local parks.

Almost seven years after Hurricane Katrina, the New Orleans parks are still in need of financial help with only half of the parks and recreation centers currently open and operating for the community. To help alleviate some of those costs, the Popeyes Louisiana Kitchen restaurants of New Orleans will present the New Orleans REcreation Development Commission (NORDC) with a check in the amount of $50,000 to help rebuild area parks affected by Hurricane Katrina. With this donation, Popeyes aims to restore four city parks for the children and families of the community.

Today, the New Orleans City Council passed resolutions supporting an Entergy New Orleans customer service center in New Orleans East and commending the New Orleans Police Department (NOPD) on its 2012 Mardi Gras season coordination. The Council also passed a motion establishing a Design Standards Interim Zoning District for multi-family residences in Central City.

Additionally, the City Council received a presentation from the Men’s College Basketball Final Four Tournament Local Organizing Committee.

The Council also recognized representatives of Young Audiences of Louisiana and officials of the national company Restaurant Depot.

Supported Reopening Entergy Customer Service Center in New Orleans East
The Council passed Resolution R-12-73, authored by Councilmember Johnson that supports the reopening of a full-service Entergy New Orleans customer center in New Orleans East. The reopening of the Entergy customer service center would be another step forward in fully restoring community services to the 70,000 citizens of New Orleans East. The full-service customer service center would enable those who reside east of the Industrial Canal to have greater accessibility directly related to handling residential and business utility billing and service issues.

District “E” Councilmember Johnson said, “I encourage Entergy to heed the call of the 70,000 residents of New Orleans East by opening a full-service customer service center to serve the residential and business customers who reside and operate commercial outlets east of the Industrial Canal. This customer service center would greatly improve the quality of life for residents of eastern New Orleans.”

Commended NOPD On Mardi Gras Season Policing Efforts
The Council passed Resolution R-12-77, co-authored by Councilmembers Guidry, Head, Palmer, Clarkson, Granderson, Hedge-Morrell and Johnson, that applauds the efforts of the New Orleans Police Department (NOPD) and extends the Council’s gratitude to the NOPD for doing its part to make the 2012 Mardi Gras season a safe and successful event for the City of New Orleans. The Council recognized the NOPD for its experience and skill in crowd control, with the 2012 Mardi Gras season estimated to be the largest Mardi Gras crowd in New Orleans history. With inclement weather on the Saturday before Fat Tuesday, NOPD demonstrated flexibility in working with the community and krewe members by waiting until the last minute to render its decision to allow the Krewe of Endymion to roll along its traditional Mid-City route. There were minimal reports of violent crime, and NOPD continued its policy of issuing summonses for minor violations rather than making custodial arrests. Police successfully removed 33 guns off our streets during the Mardi Gras weekend. During the Carnival Season leading up to Mardi Gras Day, NOPD also took positive steps to uphold its pledge to work with the Mardi Gras Indian community.

District “A” Councilmember Guidry said, “During Mardi Gras, the NOPD worked tirelessly to ensure the safety of our citizens and tourists. NOPD demonstrated why it is regarded as among the most experienced and effective special event and crowd control police departments in the world. Because of the hard work of the men and women of NOPD, New Orleans has once again proven itself as the go-to American City to host national and international large-scale events.”

Established Multi-Family Minimum Design Standards Interim Zoning District
The Council approved Zoning Docket No. 2/12, authored by Councilmember Head, that establishes the Central City Multi-Family Minimum Design Standards Interim Zoning District. The zoning district prohibits the issuance of permits for multi-family uses prior to design review and approval of the City Planning Commission Staff, with the advice of the Historic District Landmarks Commission and subject to appeal to the City Council, for compliance with the design review standards. The legislation works to ensure that new construction, and rehabilitations of existing family housing structures, will be high-quality and compatible with Central City’s unique character. An ordinance to formally adopt the zoning change will be adopted in April 2012.

District “B” Councilmember Head said, “These design standards will ensure that only quality construction that enhances the built environment occur in Central City. We are seeing lots of positive growth in this area and we want it to continue. Central City is a great choice home-ownership and business development. It is conveniently located near downtown and major transportation corridors.”

Acknowledged Men’s NCAA College Basketball Final Four Local Organizing Committee

At the request of Council President Clarkson, the Men’s NCAA College Basketball Final Four New Orleans Organizing Committee appeared before the Council. The Mercedes-Benz Superdome will play host this year to the basketball tournament on March 31 and April 2, 2012. Beginning March 12th through the end of the tournament, over 30 community outreach projects will take place throughout the City. Several high-profile entertainment events have been organized in conjunction with the tournament. Among some of the events, Bracket Town, an interactive fan festival will be held at the Ernest N. Morial Convention Center featuring skills competitions, clinics, and autograph sessions. And, taking place in Woldenberg Park will be The Big Dance, a free three day block party concert series.
Final Four Organizing Committee
Council President Clarkson said, “The City of New Orleans is honored to host the NCAA Final Four Tournament. It is an excellent addition to the numerous national sporting events held at the Mercedes-Benz Superdome. In addition to the three outstanding games, there will be the “4 Courts” of activities over four days to include everyone, most of them free. Events will be taking place in different parts of the City, and include many service projects. We appreciate the work of the organizing committee and congratulate you for once again shining the national and international spotlight on New Orleans.”

Celebrated Young Audiences of Louisiana and Joseph A. Craig Elementary Students
At the request of Councilmember Gisleson Palmer, students of Joseph A. Craig Elementary in conjunction with the Young Audiences of Louisiana appeared before the Council to receive Council recognition. Young Audiences of Louisiana is a leading provider of arts education programs throughout the state. Over 2,000 students participate in Young Audiences after school programs throughout the City. Young Audiences is celebrating its 50th Anniversary. In conjunction with the Young Audiences Winter Spotlight, the students of Craig Elementary performed at an event held in early February at the Ashe Cultural Arts Center. At today’s Council Meeting, the students brought that performance to the Council Chamber.

District “C” Councilmember Gisleson Palmer said, “I am enormously proud of the work that Young Audiences does for the youth of New Orleans. This organization facilitates learning for children in a variety of ways and assists teachers in connecting student curriculums in an artistic way. My hope is that the Young Audiences partnership with our schools continues and is enhanced in the years to come.”

Recognized Restaurant Depot Corporate Representatives

At the request of Councilmember Head, Restaurant Depot corporate representatives received a Council proclamation recognizing the work of the company in providing local restaurants and nonprofit organizations with the highest quality fresh, frozen and dry foods, beverages, paper goods, cleaning supplies and equipment. The New Orleans Restaurant Depot, located at 1111 South Broad Street, is known nationally as one of the company’s top producing locations. Restaurant Depot is a members-only wholesale food service supplier. The company offers free membership to any business owner, manager, chef or authorized purchaser for a non-profit organization.

District “B” Councilmember Head said, “I am pleased to recognize the contributions and successes of Restaurant Depot. Through this company’s support and service to one of the City’s signature industries and its commitment to neighborhood and economic revitalization, Restaurant Depot is a model corporate citizen of New Orleans.”

City Council February 2, 2012 Regular Meeting Summary

Today, the City Council took action expanding its citizen outreach and public engagement efforts by enhancing its council meeting video streaming and meeting management system to include “real time” online public access to legislative instruments, zoning dockets and City Planning Reports.

The Council also approved a utility rate settlement with Entergy New Orleans that will provide for a reduction in electric base rates and the continued development and implementation of the Energy Smart Energy Efficiency Program. Councilmembers also took action impacting neighborhood and commercial development and revitalization along the Lafitte and St. Claude corridors and in the Uptown-University neighborhood.

With the City’s Mardi Gras parades poised to begin rolling this weekend, the Council Chamber came alive with the distinctive sites and sounds of the carnival season. The Grammy nominated Rebirth Brass Band was recognized for it contributions to New Orleans music and for attaining one of the industry’s highest achievements. The Council received a sneak peek from parade goers favorite the Zulu Social Aid and Pleasure Club and the much anticipated new female Krewe of Nyx. And just prior to the Council Meeting by Council proclamation the Andrew “Pete” Sanchez family was recognized for their continuing commitment to redevelopment and revitalization of the Ninth Ward Neighborhood.

Expanded Council Video Streaming with Addition of Legislative Documents to Meetings Management System

The Council passed Motion M-12-35, co-authored by Councilmembers Guidry, Granderson, Head and Hedge-Morrell, to enhance its Website Video Streaming and Meetings Management System to expand transparency efforts of the Council and other meeting bodies. The enhanced service will provide electronic meetings packages which include the agenda and as well as legislative instruments, zoning dockets and reports, maps, images and other documents related to the agenda item. Those documents will also provide “real time” online public access during a live streaming meeting. This addition to the streaming media services expands community outreach and public engagement efforts. Following a request for proposals and a public competitive selection process, Granicus, Inc. was selected to provide computerized web video streaming and meetings management services for a period up to five years for an initial period beginning March 1, 2012 until February 28, 2013. The professional compensation will not exceed $76,364 annually for design, configuration, implementation, training and managed service fees. Granicus, a San Francisco company, was chosen in a previous competitive selection process to develop and administer the first phase of the City Council meeting web streaming and agenda management system which was initiated in August of 2009. The government communications services company has continued to lead the industry now with 1000 government clients including the US House of Representatives. The enhanced services will provide expanded and immediate access to public documents and is expected to be implemented within 90 days.

District “A” Councilmember Guidry said, “The City Council’s video streaming and meeting management services currently accessed through www.nolacitycouncil.com have been well received by the public. Our goal is to continue to be technologically current, transparent and accessible. The expansion of our video streaming services will now include real time access to agenda-related documents before, during and after public meetings, along with the record of actions taken, and the video itself. This process to provide wider, more immediate access to public information about the legislative process of the New Orleans City Council is also available for use by City boards and commissions and other governing bodies.”

Approved Utility Rate Settlement with Entergy New Orleans

The Council passed Resolution R-12-29, co-authored by Councilmembers Hedge-Morrell, Guidry, Head and Gisleson Palmer which approved a utility rate settlement with Entergy New Orleans, Inc. that will result in a net decrease of over $30 Million to New Orleans Customers. The Council’s Utility Committee approved the agreement and the full Council ratified the committee action today. The agreement allows Entergy to exercise its first-right-of-refusal to purchase 20% of the power (approximately 110 megawatts) to be generated at a new electric power facility that Entergy Louisiana LLC is planning to build at the existing Ninemile Point Station, located in Westwego, Louisiana. The new 550 megawatt natural gas facility is expected to begin service in the spring of 2015. This new source of efficient power addresses several critical needs that will benefit New Orleans ratepayers. It will improve system reliability, reduce dependence on the Michoud power plant, and deliver environmentally clean, generation diversity and fuel cost savings. This agreement will provide a reduction in electric base rates and continue the development and implementation of the Energy Smart Energy Efficiency Program.

District “D” Councilmember Cynthia Hedge-Morrell, Chair of the Utility Committee said, “The best way for us to address our need for generation diversity, greater system reliability and to reduce customers utility bills is to add more efficient generation located as near to New Orleans as possible. This is a long-awaited victory. Therefore, I am pleased to approve this settlement agreement.”

Impacted Neighborhood and Commercial Corridor Redevelopment and Revitalization

The Council passed Resolution R-12-37, co-authored by Councilmembers Gisleson Palmer, Hedge-Morrell and Clarkson which amends and expands the boundaries of the St. Claude Corridor Cultural District. In June of 2008, the Council endorsed the creation of the district, which was authorized by the Louisiana Department of Culture, Recreation and Tourism, Office of Cultural Development. The new St. Claude Corridor Cultural District boundaries are the northern side of N. Claiborne Ave., the western side of the Industrial Canal, the Mississippi Riverfront and the eastern side of Elysian Fields. The Council also passed Resolution R-12-34, co-authored by Councilmembers Guidry and Head that officially supports and endorses the submission of an application to designate the Uptown-University Cultural District as a state-certified Cultural District. Additionally, the Council adopted Ordinance Calendar No. 28,809, co-authored by Councilmembers Guidry, Head and Gisleson Palmer, that extends the time period prohibiting the establishment of any uses other than those currently authorized within the Lafitte Corridor Interim Zoning.

District “C” Councilmember Gisleson Palmer said, “Preservation and revitalization are important components to continue smart residential and commercial growth. The cultural district designation is an important catalyst for that effort and amending the St. Claude Corridor boundaries unifies the commercial and residential area expanding the cultural district’s impact across the neighborhoods.”

District “A” Councilmember Guidry said, “The Council and the staff spend a great deal of time reviewing zoning and land use matters and we are focused on best practices to achieve livable, sustainable neighborhoods and commercial areas. This measure fosters just that – smart ordered redevelopment and revitalization along the Lafitte corridor.”

Honored Rebirth Brass Band

At the request of Councilmember Hedge-Morrell, the members of the Rebirth Brass Band appeared before the Council to be honored for the band’s 2011 Grammy nomination achievement. Rebirth is nominated for Best Regional Roots Music Album. The winner will be announced at the 54th Annual Grammy Awards on Sunday, February 12, 2012. Formed in 1983, Rebirth Brass Band has evolved from playing in the streets of the French Quarter to playing festivals and stages around the world. Rebirth is committed to upholding the tradition of New Orleans brass bands while simultaneously incorporating modern music into their now world-famous sound. The members of Rebirth pride themselves on their signature brand of funk that has attracted generations of music lovers.

District “D” Councilmember Hedge-Morrell said, “Rebirth Brass Band is truly a New Orleans institution. Not only have they become internationally renowned but they are the creators of the signature soundtrack of New Orleans. We are honored to have you in the chamber and are grateful to you for capturing and creating the authentic sounds of the neighborhoods of our beloved city and delivering them to a world wide audience. Your contributions to music and the cultural economy are immeasurable.”

Recognized Zulu Social Aid and Pleasure Club

At the request of Councilmember Guidry, representatives of the Zulu Social Aid and Pleasure Club appeared before the Council. Zulu’s 2012 Royalty and Grand Marshal’s were announced. The 2012 Zulu King is Elroy James and the Zulu Queen is Dr. Tanyanika Phillips. Zulu’s Grand Marshals are former New Orleans Mayor Marc Morial and former Atlanta Mayor and New Orleans native Andrew Young. The Zulu Club is well known for year round community involvement including providing Christmas gifts to needy families, participating in the Adopt-A-School program, contributing to the Southern University Scholarship Fund and donating to a variety of nonprofit organizations. The Council also passed Resolution R-12-38 awarding a community grant of $2,500 to continue Zulu’s community activities. Zulu is the “everyman club,” its membership is composed of people from all walks of life and professions – from laborers to elected officials. The Club has grown into one of the most popular parades and the Zulu Coconut has become the most sought after and treasured Mardi Gras throw. The Council recognized and applauded the Zulu Social Aid and Pleasure Club for their charitable work in the community and contributions to the City’s carnival traditions.

District “A” Councilmember Susan Guidry said, “The Zulu Social Aid and Pleasure Club is an integral part of Mardi Gras culture. The traditions of Zulu are among the most beloved and anticipated during the Carnival Season. Additionally, the club’s outstanding, year-round community development work is noteworthy. We honor the Zulu Social Aid and Pleasure Club today for sharing the joy of Mardi Gras with New Orleanians and for making our city a better place.”

Presentation Krewe of Nyx

At the request of Councilmember Hedge-Morrell, representatives of the new all female organization The Krewe of Nyx appeared and were honored by the City Council. The Krewe’s vision is to bring together women of all ages and diverse backgrounds to enhance the community spirit of Mardi Gras. Nyx was the Greek Goddess of night. The founders of the Krewe of Nyx desired to parade at night and transform into the goddesses of the streets of New Orleans. Nyx embraces tradition and combines it with new ideas. The Krewe’s inaugural ride is Wednesday, February 15th at 7:00 p.m. The parade will follow the traditional uptown route.

District “D” Councilmember Hedge-Morrell said, “Women have always played an essential role in the carnival traditions of our city. Over the last ten years, there has been an increasing interest by women to organize, participate and celebrate female empowerment by having a distinctive place on the local Mardi Gras parade calendar. I am thrilled another organization has been given the opportunity to participate in our City’s unique and special carnival season.”

Acknowledged the Contributions of the Andrew “Pete” Sanchez Family

At the request of Councilmember Johnson, the son of the late Andrew “Pete” Sanchez received a proclamation from the City of New Orleans acknowledging the commitment of the Sanchez Family to the redevelopment and revitalization of the Ninth Ward Neighborhood. The proclamation was received by June Sanchez, Andrew “Pete” Sanchez, Jr. and Janice Sanchez – wife, son and daughter-in-law of Pete Sr. Pete Sr. was one of the first appointed African American City of New Orleans Department Heads. He served as Director of Property Management. Pete Jr. is a member of the Board of Zoning Adjustments. The Andrew P. Sanchez Community Center was badly damaged by Hurricane Katrina and is one of numerous City projects scheduled for redevelopment.

District “E” Councilmember Johnson said, “I would like to personally thank the Sanchez Family for their unfailing support and commitment to the Ninth Ward Neighborhoods. Pete Sr. was a role model for me and I am so pleased to have his son serving on the Board of Zoning Adjustments. The appointment is important and well-deserved.”
